The Alliance For Change (AFC) believes that it is time for Guyana to adopt a unifying, long- term National Development Strategy—a plan not for one government, but for the nation; not for one political party, but for all Guyanese.
To ensure equitable, sustainable, and rights-respecting land governance, the AFC believes that every naturally born Guyanese is entitled, on their 18th birthday, to a parcel of land for housing—subject to availability and regional planning. Rights to land are tied to citizenship by birth and at least three generations of verifiable Guyanese heritage. This ensures national patrimony is preserved for those with deep roots in Guyana.
The AFC will advance reforms that address the core weaknesses of Guyana’s governance structure, including:
● Limiting Executive Power: Reform the powers of the executive presidency to strengthen parliamentary oversight and cabinet accountability.
● Diaspora Inclusion: Enshrine the participation of the Guyanese diaspora in national decision-making and implementation.
● Inclusive Governance: Introduce mechanisms to guarantee ethnic security, fair political representation, and shared governance models.
● Judicial Independence: Reform the process for appointing the Chancellor, Chief Justice, and other senior constitutional officers to ensure independence, merit, and transparency.
● Rights Commissions: Strengthen the roles, powers, and resources of Rights Commissions to safeguard the rights of all Guyanese.
● National Patrimony: Guarantee in the Constitution that every Guyanese has a right to benefit equitably f rom the nation’s natural wealth.
● Electoral Reform: Reform GECOM and the broader electoral system to ensure f ree, fair, transparent, and credible elections.
Nearly half of Guyana’s population is under 30, with youth aged 15–29 representing approximately 22.3% in 2024. The AFC envisions a Guyana where young people are empowered to become full participants in national life. This integrated strategy transforms young people into active agents of development—empowering them with access to housing, education, innovation, health, and participation in governance.
By prioritizing youth today, Guyana invests in inclusion, resilience, and sustainable growth. The future is youth-led—and it starts now.

● Provide practical training: ICT, trades, agriculture, entrepreneurship

● Build character: teamwork, discipline, Leadership
● Promote national integration: regional exchanges and community service.
To build an equitable, resilient, inclusive, sustainable, and profitable agricultural economy that restores dignity to the people who till the land, reshapes food production, and positions Guyana as the principal exporter of food to the Caribbean. Modernisation must be guided by the principle of ensuring food access for all citizens.
1. Sovereignty: Guyana must control and benefit f rom its resources.
2. Transparency: Full disclosure of all agreements, revenue flows, environmental plans, and approvals.
3. Accountability: Industry operators must comply with all laws, best practices, and face consequences for violations.
4. Sustainability: Prioritize environmental protection, local capacity building, and long-term national planning.
5. Equity: Ensure that every Guyanese benefits.
Guyana is a rich tapestry of ethnicities, cultures, languages, and histories — yet, we remain deeply f ragmented by race, region, religion, and class. At the same time, our youth population, though vibrant and resourceful, is underserved, under-skilled, and often disconnected from national purpose. Sport remains an underutilized vehicle for development, lacking the infrastructure, support, and investment needed to achieve greatness.
This policy seeks to bridge Guyana’s divisions and elevate its promise through targeted investment in culture, youth empowerment, and sport—not as three isolated sectors, but as an integrated force for national transformation.
● Reform the education system to focus on skills development, critical thinking, and entrepreneurship, preparing students for a rapidly changing job market.
● Collaborate with private and public sectors to create vocational training programs that align with market needs, ensuring a skilled workforce.
● Upgrade and expand critical infrastructure, including roads, public transportation, and energy systems, to support economic activities and improve the quality of life.
● Invest in digital infrastructure to promote access to technology and internet connectivity, ensuring that all citizens can participate in the digital economy.

The Alliance For Change (AFC) reaffirms its commitment to respecting the rights, dignity and developmental plans of Indigenous Peoples. Respecting the right to Free, Prior and Informed Consent, the AFC commits to building hinterland regions.
Guyana makes $65,000,000 an hour which will give us $1,500,000,000 (1.5 billion dollars) every day. Prosperity and dignity for all is possible in the new Republic.
Guyana stands at the threshold of unprecedented national wealth and opportunity, but it remains trapped in the vice of systemic corruption. Billions have been lost, justice denied, and hope dimmed for many. From oil revenues to gold exports, public procurement to state jobs— corruption has distorted development and deepened inequality.
The Alliance For Change (AFC) believes it is time to turn the page. The people of Guyana deserve a government of merit, fairness, transparency, and accountability.
● We will defend every inch of Guyana’s land, air, and sea through proactive border management and integrated command.
● Expand the Guyana Defence Force’s (GDF) capacity and presence in key border regions.
● Deploy drones, satellites, and joint patrols for 24/7 surveillance and early warning systems.
● Establish an Integrated Border Command incorporating the GDF, Guyana Police Force, Immigration, and Customs.
● Deepen strategic partnerships with Brazil, the United States, the United Kingdom, Canada, Trinidad & Tobago, Suriname, and other international allies.
● Train and equip Indigenous communities to assist in monitoring illegal crossings and reporting incursions.
Despite improvements in national representation and legal f rameworks, women across Guyana—especially single mothers, rural and Indigenous women, and those in vulnerable households— continue to face barriers to opportunity, security, and dignity.
The AFC’s plan responds to these challenges through a community-based, inclusionary and data-driven strategy, aligned with the UN Sustainable Development Goals, particularly SDG 5: Gender Equality.
The right to retire with dignity and live without fear of destitution during illness, job loss, or disability is a fundamental human right. Yet in Guyana, a majority of workers— particularly in the private and informal sectors—have no access to pensions, health
insurance, unemployment coverage, or basic welfare protection.
The Alliance For Change (AFC) recognizes that the absence of a modern, inclusive, and responsive social protection system continues to marginalize working-class Guyanese, entrenching inequality and insecurity.
As Guyana evolves into a dynamic oil-rich economy, its immigration and citizenship laws must support growth, protect national interests, and uphold human dignity. This policy offers a two-pronged f ramework:
Attracting and integrating skilled migrants, investors, and diaspora, while ensuring orderly border management, transparent land use, and secure naturalisation pathways. Responding humanely and efficiently to refugee and humanitarian needs, particularly f rom regional neighbours facing crisis, such as Haiti, Venezuela, and Cuba.
The private sector— through advances in technology, manufacturing, agriculture, and services—is crucial for Guyana’s future. This policy outlines how to remove barriers, drive value-added production, and embed ICT throughout for a modern, diversified, and inclusive economy. It addresses real constraints as highlighted by entrepreneurs and institutions.
By embedding ICT into every component— f rom finance and inf rastructure to trade and innovation—Guyana can transition f rom resource extraction to a digitally- powered, diversified economy. This policy responds directly to the private sector’s digital readiness gap, financing constraints, and regional competitiveness needs. With this blueprint, the AFC supports a private sector that’s not just surviving—but thriving digitally.
Region 5 is one of Guyana’s richest agricultural zones — f rom rice and cash crops to cattle, poultry, and fish. It is home to the Mahaica-Mahaicony-Abary (MMA) Project and holds the potential to become the national centre of livestock transformation. Yet, the region and its farmers are being left behind.
The Alliance For Change believes it is time to change that.
Government investment and support in water, electricity, transport, and other critical services are cornerstones of equitable development. To ensure they operate efficiently, transparently, and without political interference, this policy establishes a robust governance f ramework, performance-based oversight, and a meritocratic management culture—enabling state-owned enterprises (SOEs) to deliver world-class service.
To build a universal, people-centred, rights-based, and digitally connected health system that offers equitable access to preventive, curative, rehabilitative, and palliative care for every person in Guyana — regardless of geography, income,or social status.
● Publish government data open by default free, machine readable, and under open licenses.
● Ensure responsible data use that balances transparency, privacy, and quality.
● Enable seamless services while safeguarding personal data.
● Create a unified, interoperable, and user-focused digital government.
● Maximize open data’s civic, social, and economic value.
● Ensure data are discoverable, reusable, and legally clear.
● Build a resilient, future-oriented digital ecosystem.
Guyana is poised for a digital transformation. This policy roadmap prioritizes national-level infrastructurend legal foundations, cascades through institutional and sectoral strategies, and culminates in localized, community-driven solutions. It positions ICT as the backbone of education, services, innovation, and entrepreneurship—ensuring that every Guyanese stands to benefit.
Transportation in Guyana has long been ignored, leaving citizens to suffer the consequences of poor planning, high road mortality, and high transportation costs.
With Guyana so poised for massive development, there is an urgent need for development of the transportation sector – one of the pillars to support growth and expansion. The Alliance For Change (AFC) is proposing bold, transformative strategies to revolutionise the movement of people and goods, and bring Guyana’s transportation sector into the 21st century. Our transportation plan outlines measures to improve ease and efficiency of transportation within the short-term (5 years), medium-term (10 years), and long-term (20 years).
Public servants are the backbone of Guyana. You are the teachers, nurses, doctors, clerks, drivers, and administrators who keep this country running. For too long you have been underpaid, undervalued, overworked, and overlooked. The AFC will change that. Our new deal is simple: better pay, stronger security, professional growth, and the respect you deserve.
● Conduct a global survey of the Guyanese diaspora to assess skills, education, certifications, and investment potential.
● Identify requirements for diaspora investment in projects or bonds, similar to India’s NRI investment model.
