The Alliance for Change considers the recent character assassination of two of<\/p>\n
its leaders a feeble attempt to destroy the party\u2019s credibility. As such, we assure<\/p>\n
our constituents, the Guyanese people, of our deep regard and unshakeable<\/p>\n
commitment to equal rights and justice for all.\u00a0 In light of this we will be presenting<\/p>\n
our Guidelines for the Conduct of Leaders to inform on the requisite attributes<\/p>\n
we feel must be demonstrated by all who commit to the process of providing<\/p>\n
leadership for our fledgling democracy.\u00a0 It is our position that integral to the need<\/p>\n
for quality leadership is the idea of individual freedom and respect for the right<\/p>\n
to work and association.\u00a0 The AFC unreservedly supports the right to work of its<\/p>\n
leaders, which is a constitutional right which is also a right to life.\u00a0 In attempting<\/p>\n
to discredit the integrity of these two stalwarts of people\u2019s rights and good<\/p>\n
governance, we are again seeing how a deficient administration is clutching at<\/p>\n
straws to blind us to its own flaws and the misuse of power by a few.<\/p>\n
In 2010, long before she was elected an AFC Member of Parliament, Cathy Hughes<\/p>\n
was contracted to provide professional support services to\u00a0 Sithe Global, an<\/p>\n
American company that was involved in the failed Amaila Hydro Project.\u00a0 Mrs.<\/p>\n
Hughes has never hidden her association with Sithe Global, and the AFC saw no<\/p>\n
conflict of interest in her association as she was required to carry her party\u2019s<\/p>\n
position on any and all issues relating to Sithe Global and the Amaila Hydro project,<\/p>\n
which she did with honour and conviction. The sanction for not doing so would be<\/p>\n
severe. In fact she purposefully recused herself from all inter-party discussions on<\/p>\n
the Sithe Global project.<\/p>\n
Mr. Nigel Hughes, one of Guyana\u2019s foremost lawyers, has endeared himself to a<\/p>\n
wide cross-section of the Guyanese society, making himself accessible, over some<\/p>\n
three decades, to all types of clients in a legal system that assumes that a person<\/p>\n
is \u201cinnocent until proven guilty\u201d in a court of law.\u00a0 The AFC is well aware that Mr.<\/p>\n
Hughes has tirelessly represented thousands, the high and mighty as well as the<\/p>\n
down-trodden and oppressed, including mothers who mourned the loss of their<\/p>\n
loved ones at the hands of bandits or the security forces alike.<\/p>\n
The AFC respects confidentiality as the foundation of client relationship, and would<\/p>\n
never have required its leaders to breach this sacred convention.<\/p>\n
Mr. Hughes has been maligned for being the lawyer and Secretary of AFHI,<\/p>\n
the company that was to operate the Amaila Hydro plant. In 2009, it was the<\/p>\n
government of Guyana that wanted the American investors to establish a local<\/p>\n
company and Mr. Hughes incorporated Amaila Falls Hydro Inc. with the full<\/p>\n
knowledge and participation of both Sithe Global and the Government of Guyana.<\/p>\n
Neither party raised any conflict of interest concerns over the role of Mr. Hughes in<\/p>\n
the formation of the company. At that time, too, Mr. Hughes was neither a member<\/p>\n
nor official of AFC.<\/p>\n
Because of the flurry of mis-information and inaccuracies being peddled here and<\/p>\n
abroad to tarnish the character of Mr. Hughes and the image of AFC, we are at pain<\/p>\n
to point out that most foreign companies when coming to invest here do not have<\/p>\n
offices in Guyana and are not sure how their investments are likely to develop.<\/p>\n
Under our law, they are required to establish a registered office at an address in<\/p>\n
Guyana and identify a person to act as Company Secretary. Invariably the address of<\/p>\n
the Attorney\u2019s office becomes the registered address and an officer in the law firm<\/p>\n
would provide serves as Company secretary.<\/p>\n
Amaila Falls Hydro Inc. was the investment entity incorporated in Guyana for the<\/p>\n
purposes of the hydro project.\u00a0 The principal participants in the discussions about<\/p>\n
the project were the Government of Guyana, Sithe Global, China Development Bank<\/p>\n
and China Railway \u2013 the contractor.<\/p>\n
Mr. Hughes was not an officer of any of those companies and could not have been<\/p>\n
privy to any of those discussions, agreements, technical studies and\/or project costs<\/p>\n
or rate of returns.<\/p>\n
However, when it was alleged that a conflict of interest might have arisen, Mr.<\/p>\n
Hughes immediately offered his resignation as AFC Chairman, not wanting to<\/p>\n
embroil the movement in any controversy.<\/p>\n
For the AFC, the professional services of both Ms. Catherine Hughes and Mr.<\/p>\n
Nigel Hughes were not deemed by the movement to be a conflict of interest as<\/p>\n
both individuals recused themselves from all discussions this party had with the<\/p>\n
Government of Guyana and Sithe Global on the hydropower project.<\/p>\n
What we take full responsibility for is the absence of full disclosure in a timely<\/p>\n
manner of the role of these leaders, and we apologise for this critical lapse in duty.<\/p>\n
But the AFC has learned from this experience and has taken an important decision<\/p>\n
to approve guidelines for the Conduct of Leaders, to avoid perception of conflict of<\/p>\n
interest that could in the future compromise the integrity of the movement.<\/p>\n
Our commitment to the people of Guyana and our unshakeable belief in the<\/p>\n
rightness of things mean that we will not sit quietly by and let those who try to<\/p>\n
destroy the credibility of the AFC succeed.\u00a0 Leadership and the world of politics<\/p>\n
are fraught with half truths that are peddled as credible which is the reason that<\/p>\n
the AFC must respond.\u00a0 The party reiterates that the Hughes\u2019 at no time used their<\/p>\n
positions in the party to further their personal agendas and we wish to assure this<\/p>\n
nation that we stand in their defense against any such groundless assertion.\u00a0 In<\/p>\n
fact, we will in the next few weeks continue to provide you with clear evidence of<\/p>\n
what indeed transpired.\u00a0 And this is integral to the way we will always operate as a<\/p>\n
party.\u00a0 The people of Guyana must always be well informed about the processes and<\/p>\n
programmes that are initiated on your behalf and your well being will always be our<\/p>\n
