Our Record of Achievement

BY WORKING TOGETHER, OUR COALITION HAS STARTED TO PUT GUYANA ON THE RIGHT PATH.

Our government came to power on a simple promise: to deliver a good life for all Guyanese. A simple promise that every citizen should have the opportunity to be the best he or she can be, ensuring job security, access to quality public services and the promotion of social cohesion.

The Guyana we inherited was heading backwards. During their 23 years in government, the PPP’s dishonesty and incompetence saw violent crime increase, infrastructure crumble and education standards fall.

We did not create this mess that Guyana is in, but we will take responsibility for fixing it and building a secure society for all Guyanese people.

By working together, our coalition has started to put Guyana on the right path.

We have made a start, but we need more time to finish the job and build a better future for Guyana.

Only by continuing to follow this plan will we be able to guarantee a better future for all Guyanese.

Georgetown, Guyana – March 21, 2025

PRESS STATEMENTS FROM AFC PRESS CONFERENCE OF MARCH 21, 2025

International Day for the Elimination of Racial Discrimination 2025
The Alliance for Change (AFC) stands in unwavering solidarity with all Guyanese and people across the world in observing the International Day for the Elimination of Racial Discrimination. This day serves as a powerful reminder of the need to reject all forms of racial injustice and to work tirelessly toward a future where equality, respect, and unity prevail.

In Guyana, racial discrimination continues to take place in a subtle manner, affecting lives, limiting opportunities, and undermining our national unity. It remains a painful reality that must be confronted with honesty, courage, and collective action.

The Alliance for Change (AFC) believes that no Guyanese should ever feel marginalized or treated unfairly because of their race or ethnicity. We note that often persons of a particular hue are singled out for attack whenever they criticize the government. We must commit to ending discrimination in all its forms, whether in employment, education, governance or daily life.

We also recognize that racial discrimination cannot be eliminated when justice is denied. We remind that the investigation into the heinous murder of the Henry Boys continues to languish. The Vice President owes this nation an apology with respect to the derogatory term he used to describe our first peoples and most recently the statements made by the Minister of Labour that promote unacceptable racial stereotypes is of concern.

The AFC remains committed to the principles of our motto - One People One Nation and One Destiny, where every person, regardless of race, background, or belief, has an equal opportunity to thrive.

THE GUYANA ELECTIONS COMMISSION IS IN DISARRAY
There can be no excuses now. It is clear that the Guyana Elections Commission is in disarray.
Its Legal Officer is of the opinión that one Ballot should be had for General Elections and a separate ballot for regional elections. On the other hand, the Chief Executive Officer is saying this does not represent his position as the CEO of Gecom.

At the heart of the matter is the residency requirement for electors. This is especially for voting for regional representatives. Recall that, the PPP revised the Representation Of the Peoples Act in 2022 making it very easy for someone to be registered. The requirements for GECOM to verify residency meaning that they would come to the house to ensure the registrant was actually living there was changed to simply having to verify your address, meaning, that to be registered at any address, all you have to do is state an address, you dont have to prove that you even live there.

The legal officer is agreeing that for the regional elections, residency must be established, as it was done before the 2022 revision. This means that all persons registered under the new ROPA should be registered again and checks made to confirm that the applicant for registration actually lives at the stated address.

With the CEO and the Legal Officer on opposite sides of the fence on this issue, it is clear that Gecom is in disarray. This matter has serious implications for the elections. We could be looking at lengthy legal battles now and definetly after the elections. This is unacceptable.
In so many instances Gecom has been asleep at the wheel
No internal review even after all the confustion post 2020.
No discussion on the implementation of biometrics until October of last year. This is despite the many recommendations from the 2020 Observer Missions.
Using the same bloated list. The Observer Missions had recommended we should not not have another elections with that list.
No voter education with elections just months away.
Guyana is being led into civil unrest by the failures of Gecom. We repeat our call for the implementation of biometric identification at the place of poll.
We hold the highest respect for retired justice Claudette Singh but, she seem out of her depth at Gecom. In the best interest of Guyana, Guyanese and peace and good order, Madam Justice should resign.

THE MINISTER OF LABOUR ENCOURAGES EMPLOYING UNDOCUMENTED PERSONS

The Minister of Labour Joseph Hamilton recently spoke about Government no longer being able to delay the introduction of migrant labour into Guyana. In his comments the minister made reference to a food business that employs undocumented labour and how he assured the business owner that he, as the Minister with responsibility for Labour, will not act on the fact that the business in employing undocumented migrants.

It is deeply concerning and irresponsible for the Minister of Labour to openly encourage business owners to employ undocumented individuals, particularly in sectors that require strict adherence to health and safety regulations. His statement not only undermines the rule of law but also poses significant risks to
public health and safety.

In Guyana, all food handlers are required by law to obtain food handlers certificates, which ensure that individuals working in this sector are trained in proper hygiene practices and food safety protocols. These regulations are in place to protect consumers from foodborne illnesses and to maintain high standards of public health.

By boasting about protecting undocumented persons who lack such essential documentation, the Minister of Labour is effectively endorsing practices that circumvent these critical safeguards.

The Minister’s actions send a troubling message that undermines the integrity of our labour laws and regulatory frameworks. Encouraging the employment of undocumented individuals without proper documentation not only disregards the legal requirements but also places businesses at risk of penalties and reputational damage. Moreover, it creates an unfair advantage for those who flout the rules, disadvantaging law-abiding Guyanese citizens and businesses that comply with the necessary regulations.

While compassion and support for vulnerable individuals are important, these efforts must be balanced with the need to uphold the law and protect public health. The Minister’s approach, as it stands, is reckless and fails to consider the broader implications for society. We urge the Minister to reconsider his stance and to prioritize the enforcement of laws that safeguard both workers and the public, ensuring that all individuals, regardless of status, are held to the same standards of accountability and safety.

Guyana deserves leadership that upholds the rule of law, protects public health, and ensures fairness for all. The Minister’s current position falls short of these principles and must be addressed with urgency.

THE ALLIANCE FOR CHANGE (AFC) DEMANDS A FORENSIC AUDIT OF THE GOAL
SCHOLARSHIP PROGRAM

The Alliance For Change (AFC) is calling for an immediate and comprehensive forensic audit into the administration and execution of the GOAL Scholarship Program. This demand is fuelled by the mounting evidence of corruption, mismanagement, and lack of transparency that has plagued the program from its inception, resulting in wasted time, dashed hopes, and squandered opportunities for many Guyanese students who enrolled in the programs.

The GOAL Scholarship Program was touted as a transformative initiative to provide educational
opportunities for Guyanese citizens. However, it has become increasingly clear that the program has been marred by gross inefficiencies and malfeasance. Reports have surfaced of students being enrolled in programs that lack credibility, accreditation, or proper oversight, leaving some with qualifications that are unrecognized and worthless in the job market and leaving others without any certification. This is a blatant betrayal of the trust that was placed in the government by the people of Guyana.

It has been revealed that monies were paid to a university that has since denied any affiliation with the Government of Guyana. This raises serious questions about where these funds were actually directed and whether they were used for their intended purpose. The lack of accountability and transparency in the handling of public funds is unacceptable and demands immediate investigation.

The AFC firmly believes that the Guyanese people deserve answers.

We demand:
A thorough and independent forensic audit must be conducted to uncover the full extent of the
mismanagement, corruption, and misuse of funds within the GOAL Scholarship Program. This audit must be transparent, and its findings must be made public. Those responsible for the mismanagement and corruption within the program must be held accountable. This includes individuals within the government and any external entities that may have been complicit in
these actions.

Students who were misled and disadvantaged by this poorly executed program must be provided with viable alternatives to continue their education. Their time, effort, and aspirations must not be in vain. Mechanisms must be put in place to ensure that public funds are used responsibly and transparently in the future. This blatant misuse of taxpayers’ money is a betrayal of the public trust and cannot be tolerated.

The GOAL Scholarship Program is a symbol of failure and corruption under the PPP administration. The AFC stands with the people of Guyana in demanding justice, accountability, and a commitment to restoring integrity to our nation’s educational and financial systems.
We urge all Guyanese to join us in this call for transparency and accountability. The future of our students and the proper use of public funds must not be sacrificed for the sake of political expediency or personal gain. The time for action is now.

EDUCATION AND THE CHINESE LANDING FIASCO
The Alliance For Change (AFC) is deeply disturbed at the fiasco surrounding the contents of a national learning resource titled ‘Guyanese Around The World – Social Studies Grade 3. This textbook earmarked for 8-year-old children throughout primary schools in Guyana which was cited to contain inaccurate information in particular to a page that focused on Chinese Landing in Region One caused an uproar on social media.

Whilst the Chief Education Officer of the Ministry of Education, Mr. Saddam Hussain issued an apology stating that the book will be withdrawn then reviewed and reprinted for distribution, the AFC strongly demands answers as to how a national publication such as this could result in a contentious issue. We have since perused the textbook in question and have further found information which are inaccurate, irrelevant and outright unnecessary to burden 8-year-old children.

For example, there is information that says, ‘the masquerade is an African dance that has its origin in slavery which existed in Guyana many years ago’. How inaccurate is this! A quick search of cyberworld will reveal that the masquerade originated with the Fulani people in West Afrika as many as 8,000 years ago and most likely would have been brought to this part of the world. There are many other parts of the said textbook which others have highlighted are not accurate as well.

At minimum, this textbook has 142 pages and contains contentious information which would have been taught to our children throughout Guyana. This is an injustice to the nation’s children and a disrespect to the people of Chinese Landing.

The AFC therefore urge the following:
The government of Guyana, via the Ministry of Education must apologise to former Toshao, current Toshao and the people of Chinese Landing for this grave injustice.
Upon review of the textbook to include Indigenous leaders, other national experts along with the formal education personnel to ensure that a rights-based approach is applied and the output is applicable, relevant and accurate;
Undertake a comprehensive review of all other textbooks at all levels of the schools and classes following the above outline.
Make transparent the process undertaken for vetting and approving final documents.
Produce information on all related costs for the books under review.
Establish an independent monitoring body going forward besides the national PTA to lend oversight to the development and use of these textbooks.

The AFC wish to point to article 15 of the United Nations Declaration and the rights of indigenous peoples which says Indigenous peoples have the right to the dignity and diversity of their cultures traditions histories and aspirations which shall be appropriately reflected in education and public information. Article 15:2 says states that we should take effective measures in consultation and cooperation with the Indigenous Peoples concerned to combat prejudice and eliminate discrimination and to promote tolerance understanding and good relations among indigenous peoples and all other segments of society.
                                                                              END
